日前，国务院总理李强签署国务院令，公布《国务院关于修改和废止部分行政法规的决定》，自公布之日起施行。此次有14部行政法规的部分条款被予以修改，1部行政法规被予以废止。
司法部有关负责人介绍，为进一步转变政府职能，推进严格规范公正文明执法，优化市场化、法治化、国际化营商环境，服务保障高质量发展，国务院部署开展了行政法规专项清理工作。司法部起草了《决定》（草案），报请国务院审批同意。此次修改和废止行政法规即是清理的阶段性成果。
具体来看，此次修改和废止的行政法规主要包含三类：
